Chris Welch | Owner/CEO

Chris began his construction career right out of high school that gave him experience in a variety of work and where he learned to operate equipment. He excelled and became a Licensed Pipe Fitter for natural gas and worked his way up the ladder to become a Superintendent running the Gas Division for a local utility contractor.  Due to his desire to expand his knowledge and skills, he was afforded the opportunity to begin training installing conduit systems and manholes for PEPCO.  This work is what lead him to believe he could run his own company.  Chris took the lessons learned, both good and bad, over the previous 2 decades and that dream came to fruition in 2009.  After some lean years getting the business started, Chris is proud to be at the helm of a family-oriented company employing over 125 people that is considered one of the best utility infrastructure companies in the DC area.

When not working, Chris loves to travel with Cyndi, his wife of 30 years, and his 7 children and 10 grandchildren.  He also enjoys muscle cars and anything auto-related.

Dusty Harbaugh | President

Dusty joined the CW Team in early 2018 as the General Manager with over 2 decades of experience in all facets of underground utility construction.  His career has seen him manage Safety, Risk Management, Equipment & Shop Operations and Field Operations including Ductbank, Water/Sewer/Storm and Gas utilities. Dusty was promoted to President in January 1, 2023 and is now responsible for the day-to-day operations of the Company.

Dusty has a son and a daughter and in his free time enjoys cooking and riding his motorcycle.

Jacob Robertson | Vice President 

Jacob began working for CW & Sons as part time laborer during Frostburg State’s Winter and Summer recess’. Upon graduating with a Major in Business Administration, Jacob became the first Assistant Project Manager for CW & Sons. Having worked with the company for 10+ years he has taken many opportunities to lead projects with tenacious attitude that have proven results and allowed him to progress in his career. Today, Jacob manages the project team and is responsible for the overall performance of the companies’ resources. Jacob was promoted to Vice Present in January 1, 2023.

Jacob is an avid outdoorsman who enjoys time with his wife and family.

Nancy Hall | Controller

Nancy Hall has 40+ years working in the construction industry with an emphasis on job cost accounting.  She has been with CW and Sons since 2013 and has enjoyed watching the company grow from 12 employees to over 125 + today.  In her off time, she enjoys spending time with her 6 beautiful grandchildren and traveling.

Jim Byrd | Director of Estimating & Marketing

Jim joined the CW & Sons team in the spring of 2014.  He has been in the sitework industry for over 30 years.  His career started in the field, running a roller just out of high school, and steadily progressed into estimating and project management.  Building relationships with general contractors, owners, engineers, and municipalities is what he cites as his greatest accomplishment.  He sees himself as a teacher and freely shares his hands-on education with all his colleagues.  A graduate of DeMatha Catholic High School and Prince Georges Community College, his strong foundation in communication skills have allowed him to perform at the highest level.  In his free time, he enjoys fishing, golfing, and spending time with his grandchildren.
